Yes, a French telephone token. P.T.T = Postes, Telegraphes et Telephones. They were national and not city specific. Minted in Paris, I would guess.

These were used until the mid-1970s. I remember in 1975 some public phones still used them and you had to get one for 40 centimes from the post office or the nearest tobacconist. By 1978 the phones had all been converted to use coins. All the tokens I ever saw were dated 1937.

Marianne it is. The telephone token was engraved by Lucien Bazor. So was the 5 francs coin of the 1930s, also showing Marianne: https://en.numista.com/catalogue/pieces1188.html
