Bureau of Engraving and Printing, the government agency that prints our paper money. The United States Mint produces our coins and medals, and the BEP produces our paper currency, stamps and other secure documents.

Looks like the sheet went through on an angle when the reverse was being printed.
There must be more out there then.

It appears someone was got bored and started making ball point pen tick marks. Maybe they were once told "we can't accept this" on account of the back printing. Either way it's a nice example of a first print misalignment.
