I have a penny that seems to be off center and the mint mark looks like a dragged strike. What type of error is this? I am new to the coin collection community so forgive me if this seems like a newbie question.

When you post a coin, it's always best to post both sides. We need to know if the reverse is centered, but it looks like this is a slightly MisAligned Die strike (MAD.) This one isn't off enough to demand a premium. These become collectable as an error when part of the design is cut off.

I can't really tell if the coin had a mint mark, but the indention looks like circulation damage, not something that happened during the strike.

As Yokozuna has stated, we really need to see the reverse side of this coin to make a definitive determination as to what type of error you have.
But the offset we see is not enough to pull in a premium unless there is something spectacular on the reverse we cannot see yet

As stated, we really need to see the reverse of this cent and a sharp closeup of the mintmark, please.

The reverse picture confirms what you have is a MAD but not off enough
to warrant a premium.
I don't think there was ever a mm there, it is just from from taking a hit.
