I'm fairly sure it's from one of the German states, a mediaeval pfennig. The giveaway here is that is' "bracteate" - it only has one design, with the reverse a mirror-image-incuse version of the obverse.

I was trying to figure that out, myself, and I agree. If nothing else, it is easy to see that letter S at 4:00 in the first photo and 8:00 in the second.
