I agree the first image looks like some Byzantine rulers, but I cannot find a Byzantine coin with the elements in your second photo (church or city view with a figure below). This composition looks more like coins from central Europe.

There were many places "copying" the Byzantine designs on their coins (Venetian sphere of influence, Serbia, etc ...).

Maybe one of our experts like @echizento will recognize it.

I agree @tdz. This looks quite similar to some of the silver Pfennige of Cologne in the 12-13th Centuries. I can't find an exact match though.
