I found this going through some pennies that were in a jar I have had for years. Has anyone else seen this before on 1995 no mint mark pennies? Would this be considered doubling? Or how would I classify this one?

Not a doubled die but it's hard to tell if the area is incuse or raised. If it's raised you might have an interior die break in that shape.
