To add: I suspect the New Zealand Mint usually puts the Queen's portrait on their products because Australian and New Zealand coin collectors are conditioned to seeing the queen's portrait on coins; a coin-like object looks more like a coin once the portrait is added.
Beskar ingots do not look like coins at all, so adding the portrait won't help matters much. Furthermore, I don't think Australian and New Zealand coin collectors are the main target market here. This one's going global, particularly aimed at the US market.
