Roman Provincial, yes. Possibly from Seleucis and Pieria, Antioch. The eagle has wings spread, head facing right, wreath within its beak, and - probably - Δ-E above its wings. Maybe Elagabalus or Caracalla? The post should be moved to the Ancients/Medieval section so those folks can consider it.
