@show, I'm pretty sure that this is a French token (10 Centimes), but not positive. Hopefully others can weigh in with confirmation or improved identification.

With such a generic design, and no maker's mark, finding further information on such an item is going to be next to impossible.

Sometimes, people don't want to be identified. In jurisdictions where gambling was/is illegal, for example, gambling tokens are not going to loudly and proudly proclaim what they are and who they were issued by.

Sometimes it's just budget limitations. If you can't afford to have dies produced that advertise your business, but you need/want a supply of tokens, then the cheapest option is to buy "generic" tokens like these.

What is the exact diameter and weight?

Speculatively,
perhaps? it may match to an existing coin, or a coin that was in circulation, in terms of specification.
That information may? help to identify at least the country of origin.

On the other hand, it may be an old transport or theme park token, in which case the weight and diameter most probably won't match any coin that may be found in Krause World coins.
