I'm curious to learn if the strike is average on the Obv and weak on the reverse, hence the chatter on the reverse in many areas originating from the planchet?

Strike is "average" on this coin. Weakness is mostly apparent on the "O" in ONE, and the PLU of EPU. The surface chatter on reverse is not due to striking problems, but simply due to bag hits. The chatter on the shoulder on obverse, however, is due to the planchet. The shoulder is opposite the O and PL, and thus if one area is not well struck, the other won't be either. The shoulder is a high point, ie the deepest part of the die, so the planchet must fully fill the die in order for the planchet surface defects to be obliterated by the die. In this case, that did not happen, so the defects are visible.
