That happens when the "post" on the die that is supposed to form the void in the mint mark breaks off. It is common enough, and I would not think it has any value.

All I can see besides some circulation damage is a broken post on the D mm.
Not uncommon on D and P mm. What do you see?

A broken post is neither an error or PMD.
It is just part of the wear and tear in the striking of the coins.

I just found 3 in a row like that in my mint sets and yes seems a common thing to find filled mint marks
