Definitely not an error.
Damage of some sort, it doesn't really matter how, damage is damage
Too bad as it ruined a nice coin.

"Dipping" is not considered cleaning...

As you say, Coins Mania, "bad jewellery mount repair job". What a shame as mintage of this coin, in 1899, was only 136,000!
