It's possible just consider any history were your country may have had internal strife were things got lost or damaged possibly in war or disasters then also consider many countries have other larger economy countries mint currency for them or were responsible for early years minting and development with only later the country developing professional methods to take over the minting process themselves.

Most Mints around the World keep a registry set of all of the products of all the coins that they produce, but those coins are never for sale.

Nevertheless, some remnants of old stocks of coins that may have produced can still be around. I would think that most of those would be made commercially available directly to dealers. I have occasionally seen such products advertised by dealers. It would be far easier for a Mint to sell those remnants to dealers in bulk, than individually to collectors.

The most common class of such coins would be specimen business strikes, most of which would have been pre packaged for sale to collectors. Dealers sometimes submit such coins in bulk for TPGrading, if they see a reasonable profit in doing so. It is such specimen coins that most commonly get MS-70 grading. Thus, modern MS-70 graded coins may be nowhere as scarce as many may think.
