I'm still pretty new to the hobby, but I believe this is a Cud on this dime near Roosevelts eye brow. Can you all please let me know your opinion? The area is raised. Thank you all in advance.

Die chip. Check the glossary left side of page about Cud.

A Die Cud affects the outside edge of the die:
2014-P-Roosevelt-Dime---Is-This-A-Cud?
Die chips are die events. A Die Cud is usually an end for a die. (thus a premium for these) die chips are common and can happen for a long time and strike a lot of these.
(Just like and and gold. One is common, the other is rare, thus the difference in values for gold and sand)

I also have several dimes that have almost the exact die chip in the same area...one dime is a 2021. Something causes this to occur as I e seen this on multiple dimes 20016 - 2021.

Possible that the die was not tempered correctly, thus making it brittle. But usually we see a lot more chips when this happens.

I have a few 2018-2020 dimes that have this different locationson his head. I'm new to this but I've read this is called a blep?

There is no such numismatic term as a "blep," this is called a die chip. They are fairly common, and unless rather large to unusual, carry little to no premium.
