Not a lamination error.
Those are called Die Chips.

This is also what some refer to as the Eyes "variety", I personally don't consider die chips as a variety since they usually occur during the overall life of the die usually accompanied by deterioration.

A lot of the dies used for 1966 nickels ended up looking like this, even a few doubled die reverse examples also show these exact die chips.
