Not an error, those letters are not supposed to be on there. Looks like some sort of hand stamp.
They have been added for some reason after the bill was printed and released.

I consider it a Chopmark. Typically chopmarks are animals or random images, but I've seen letters before also. Read all about them here - https://www.coinbooks.org/esylum_v17n07a21.html
