The picture is fuzzy, but it looks like one of the more common "fake" errors. Compare to the coin presented here:

with the above, and if this was a genuine flip-over double strike, all the letters and numbers would be raised up on the coin, not depressed into the coin. It would be "worth" only as a nice educational piece to show as an example of a not-mint-error.
