I believe that's a scratch on reverse between 8:00 and 10:00 . Die crack at 12:00 . Eagle lightly struct . Obverse in my opinion is MS-65 .

The spots you see on the coin are lite toning. No hits or scratches. There's another coin with the same die pair that is one of the CoinFacts plate coins for the year.
