It isn't holed, but my best guess is an imitation Ottoman made for jewelry or adornment.

Sorry I can't help with specifics, but if it were mine I'd start my research with the Numista index (at numista.com) and open up the links and sub-sections organized under India. Eventually you'll see a group of coins that look similar and those will be your clues. Here's where you're headed:

The writing just doesn't look right for any language so I'm with Spence. Nonsensical script on some ornament. Like gobbledygook Chinese characters that look Chinese but mean nothing.

Also agree with Spence.

Notice that whoever made this didn't go to too much trouble to create a different obverse and reverse—the two sides are just mirror images.

Maybe it has some dark, secret message when you read the inscription backwards on the reverse, kind of like decades ago when a few rock albums were alleged to have special messages when played backwards (backmasking). . Nahhh......
