2017 Series A Dollar Star Notes Ink Trails/Misprints?

2017 Series A Dollar Star Notes Serial Numbers B00611101*, B00611102*, B00611103*, B00611104* and B00611105* appears to exhibit Ink Trails at the top portion of the Federal Reserve Bank of the New York Seal and at The Department of Treasury Seal. Not sure if I am using the correct terminology as Ink Trails or is it called misprints? Also black Ink is at the Federal Reserve District Number above Number 2. What caused these Ink Issues to happen? Any thoughts? Thanks.

It appears to be extremely minor and well within BEP tolerances. And, I would respectfully ask you to call them series 2017A instead of 2017 series A.
