On the '3', it looks like dust/grit on the coin before the strike. Or it could be from a rusty die. or a combination of both. Hard to say when we don't see this this often.
On the tops of the motto devices is extreme die wear. The metal from the devices is moving towards the edge of the die.
Same on the reverse on the EPU. There is also some stains on the reverse.
The 'B' on Liberty is an almost full device of grease.
A lot going on but not much for a premium for this one. Just bad enough, to be a distraction if someone was thinking of buying it.
