I don't think it an error. It looks post-mint and that maybe something acidic or alkaline got spilled on the Reverse, but I'm not an error guy..

Try Q tip some acetone on the reverse

Can you take a full shot of the reverse? It's hard to tell last time I saw one like this it was mine and had glue on the coin though it looked incuse.

I tried the acetone and nothing came off.

Not an error, could be something like epoxy that won't come off but it doesn't really
matter as it wasn't on there when the coin was struck so it is PMD of some sort.
