Why are these two rolls different? I would expect that the paper roll would be more secure. It appears that it would be easier to tamper with the plastic roll.

My guess is the plastic is cheaper then the paper and easier to wrap the coins with.

My experience with plastic wrap--yes, can be tampered with, but can't hide the tampering once it's done. Sticks out like a sore thumb.

So does the RCM contract out the packaging of newly minted circulation product to Brinks etc.? I've opened several paper rolls containing all new 2021's. Also how does one know the rolls are all new or mixed old and new?

I received boxes with plastic wrap and boxes with paper wrap. I have no idea how the Mint opts for one or another.

Both rolls can be tampered with - paper wrap offers a bit more of a challenge but I've seen done.

Mint boxes are always a single year/type. But if you receive the box from a bank stuff may be all mixed up.
