Is This Damage Or A Mint Error On The 2021 $20 Grey Wolf Coin?

I bought this coin from a re-seller since they sold out so long ago.

I love the design, but noticed some yellow specks in the rhodium plated fields and on the rim. I'm not sure whether this is blatant damage and I should return it, or some kind of mint error. I'm only thinking it's a plating error because when held under some light, those fields look pretty smooth and it doesn't look like conventional scratching. Then again, this isn't a conventional coin.

I paid $250 for it, which would've been enough in hindsight to get one that was already graded by NGC at PF69. No clue how this one would grade though, what are your thoughts? Should I keep or return? Thanks

To me it looks like post mint damage. It looks like someone removed it from the holder and perhaps tested this coin to see if it is real. The flakes that you see could be from the "scratch" on the rim.

Wouldn't be a Mint Error, some sort of damage.
I would return it as it would affect grading.
