Westwood Arms Yes that is an ashtray - very common as souvenirs at least from 1960 onwards. The vast majority are modern fabrications that do not use genuine coins in the manufacture. In fact I have not seen one with a genuine coin in quite a while. Most are actually cast copies. The newer ones use centrifugal casts of coins.
