The seller would be charged the fees, but if the buyer doesn't pay the seller can get the fees refunded.
Better to pay with paypal, then return as SNAD, buyer gets made whole but seller still pays the paypal transaction fee, what 2.9%? So the seller would be out $52 plus postage costs.
