Hi I am hopeful some one can help me with this odd obverse error. If you review the left side under the e in e pluribus you can see a reversed 189 date at least 4 times there is a mark by the lower star when this date reversing stops there is a very clear mark below the chin almost looks like an upside down cotton boll. This is a 1893 cc coin. The reverse has a break in the cc almost looks like a struck through on the mint mark I can provide the reverse picture as well. But stumped how to classify the error on the front or obverse. Any help greatly appreciated. Sorry I'm new and may have posted a duplicate question in the wrong forum.

The reversed 189 is from storage in a folder of some sort that had dates printed on the facing page.

Interesting. That might be. I didn't consider that. There are some other misses on this coin like the below chin area circled. That area is definitely not a transfer. Also do you agree this 1893 cc mint mark seems to be struck through something?

Is there a good way to post the pictures? When I take them from my phone it says they are to large to upload thus I've been giving these pictures which aren't terrific due to some size limitations

I don't think it's a circulation chip here a good one c is missing rear and filled in front.

The weight is about 25.7 g but it is heavily worn approximately ag to g and a sigma metalytics set for pre 1900 is detected dead on for metal contents same as graded coins for the same year and mint.

I don't see anything that could have happened during the striking of the coin that would cause an error. The reverse 18's are neither raised or contuse and the CC has taken a hit moving the metal over. Whatever has happened, happened after the coin was struck so it is some sort of PMD

The latest image looks like the coin is splattered with welding slag?

Just to close the loop. I didn't believe this was a repair nor slag. I sent it off to NGC a while ago it came back g6. So they don't seem to believe it's an alteration or other. Thanks for the input and thoughts though.
