I am going trough 10 rolls from the bank and found um...2020 D Samoa.. well I though it was broad struck but I have never seen one with low circulation and the edges seem a bit textured? No damage to the rim or REV

looks like somebody sanded off the rim with a Dremel tool by carefully going around the circumference of the coin.

It is damage of some sort. PMD
It didn't look like that when it left the striking chamber.

I'm not sure why exactly someone would do this to a coin, but I agree that it is damage and not a mint error.
