The legible obverse legend appears to be [D]N THE... = Theodosius II (this type can't be Theodosius I), though there doesn't look to be enough space to fit the rest of his name.

The wreath (?) around the cross looks weird, and I can't quite tell if it's a wreath or lettering. But cross-in-wreath is a known and relatively common Theodosius II type, so it could be a particularly crude example of that.

Can this coin be:
Vandals, Hilderic. Ć Nummus, Carthage mint 523-530 AD?
The weight and diameter fits perfect, only the letters H?THE confuse me.
By the way, there are several vandals' coins from Carthage in the same lot where I found this coin.

It can't be Hilderic, the legend is all wrong, and the cross is in the wrong shape. This is not to say that it can't be Vandalic overall; the cross and legend is off for Theodosius II too. (Cf. this coin, described as Vandalic.)

I just spent a long time going over Wroth's catalog to check if anything matches your coin. There are no definite matches, but many similar. There had probably been many other Vandalic imitative types discovered since 1911.

Could it be the NTHE sequence from Anthemius? Base metal imitation of a tremissis with cross/wreath reverse?
