I was hoping someone could help me clear up what this is on the legend of this coin? Damage or some form of doubling? It only appears in this area of the coin from what I can see.

I was confused by these chrome plated steel nickels when I first started coming across them, I was told it's rust under the plating due to the steel cores

It has the same sort of look as mortor set coins( Die Deterioration)

Here check mine out, after asking why DBM thinks it's rust I did an archive search for the chrome plated nickels and the questions has come up with just about every year of them.

No problem, I have been loving my nickel hunting over the last little while. It's rare to find pre 68 dimes or silver 68 dimes and I have yet to find a pre 69 quarter. Nickels though I have found all the way back to 37 roll hunting.

If you need any specific years I would happily give you some if I have doubles like 38 or 45 are my most recent finds that I have more then one of.
