Well, it does look like a doubled die here to me, but I am not 100% convinced, so perhaps others will chime in as to what you have.

I get fooled by the incuse devices on these new quarters all the time. Machine Doubling on incuse device flattens into the fields and looks like this.

This is indeed Machine Doubling. Incuse devices need to be reduced in size for it to be a doubled die.
