I just received a notice from my rep. The mint.ca website will be selling Silver and Gold Maple leaves in special packaging. The silvers will be available in Year of the Tiger, 'Congratulations', and Happy Birthday, while the Gold Maple Leaves will be in 'Year of the Tiger, and 'congratulations'.
SML are standard 1 ounce coins, with slip-out holder GML are standard 1/10th ounce coins with slip out holder.
It should be noted these are exactly the same bullion you buy from dealers. There are no special marking on the coins that distinguish them from regular bullion.
So you are paying for the special packaging. In the case of the $59.95 1 oz bullion sold by the RCM, you are paying $20 for the cardboard packaging since you could get a bullion coin for $40 elsewhere.

Exactly. It is intended to be purchased by those looking for an attractively-packaged, numismatic gift not as a pure bullion buy. For its intended purpose, I think it works.

Yes, the price doesn't fit bullion purchase, but the coin doesn't come (hopefully) from a tube handled with bare hands. It can be left in full package, displayed, or only on internal card.
When it comes to variety of uncirculated annual sets, unquestionably people pay significant extra for package.

I agree. The US Mint has been doing it since 2013 with its "Congratulations!" Set - though it does use a Proof version of the silver coin for the set. Other sets have used non-proof versions of the bullion coin.

I agree with @MoneyPenney. These are likely targeted as gifts, not sure there is a market here? Most people buying and selling bullion only care about price/oz.
They are definitely intended as a gift piece, no question - they are not intended for pure bullion buyers.
From the Mint's sales page for the "Congratulations!" package:
"When life calls for something extraordinary, mark the moment with a gift of precious metals." The page goes on to describe the "gift-ready package" of the coin.

I tend to believe there is - the Mint has been selling specially-packaged gift sets of its circulation coins for years, and the US Mint has been selling special sets with its Silver Eagle since 2014. Somebody's buying them!
