The right side of the neck, a star is gummed up, could that be someone cleaning it? Grade?

Dollar is supposed to be in place of quarter. Typo.

That is a little bit of residue or toning, not from cleaning. MS-62

Photos are a little dark. Looks MS-64 and possibly 65.

I think the coin would grade MS64 but based on the photos the field anomalies (missing luster, scratches, little nicks) may drop it to 63

Looks like a nice coin, MS63 but MS64 wouldn't surprise. Are you going to send it in?

I think it is gorgeous. Hints of "proofiness" though not quite PL. Should make MS64 or pretty darn close.

Well worth slabbing IMO.
