Do you think this is a very/very minor RPM?
Would you say the upper and lower serifs have minor splits?

The area inside the lower look is a damage mintmark punch issue. The mintmark is just consider normal. When looking at listings for that year, you will see that that area is never considered as a RPM.

Note the listing with the heavy MMP damage on this listing of a North:

Note the spread on the upper serif, that is the north that is the RPM on this die. (Also the center of the lower loop area is higher than normal.
