It looks like somebody pulled a blade across the coin from left to right. Notice how the metal is moved in that direction when the cutting implement went through the letters "GOD WE" part of the motto.

Yeah so if we can find the culprit we can see if he works at the US mint

Yes, a scratch. Can't rule out a malicious mint worker. Could have been Richie D. from 3rd period shop class back in '72.

I agree, post mint damage, not a mint error. It's a scratch.
