Yes it's a shinplaster.
First introduced in 1870, they were redeemable in gold to help drive out "nuisance" US silver quarters and halves.
These 25 cent notes were very popular and continued to be issued long after the "nuisance' was gone, right up until 1935.
Your note is of the 1900 issue with Boville signature and was printed sometime between 1906 and 1920.
"Dipping" is not considered cleaning...

I remember in about 1980, the person in front of me paid for their clothes with a bunch of these.....face value. The clerk quickly ran them up to the coin department. I think it was the downtown Eaton's in Vancouver....back in the good old days when each department store and a Coin and Stamp shop.

IN this condition, it wouldn't attract much of a premium (translate: I would not pay a premium) but the 1870 and 1900 are worth 100's in UNC if you can ever find them. I paid $895 for a PMG 64 DC-15c a few years back.
