Pakistan 25 Paisa - Overstruck Maybe.

I recently had a better look at this coin that I have for some time and was wanting opinions on what you think might be the cause of this. Overstruck maybe?
Diameter is correct at 18mm and weight is within tolerance at 2.52g.

Reverse appears normal.
Pakistan-25-Paisa---Overstruck-Maybe.

Obverse seems to have a raised partial circle or arc running from the star to the date and there appears to be another design in the centre that looks almost "fleur de lis" ish.

I think that's a die clash. Looks to be an inverted 25 from the obverse.

Thanks for your opinions guys.

I can see that reverse 5 now.
Looks like it might have clashed more than once too.
Still not sure about the raised arc though.
