Woah, that to me does look like a very cool error, like somehow a piece of a struck rim from another coin laminated off and ended up on this one. Try seeing if a soak in pure 100% acetone would possibly remove in case it is not genuine.

Sorry, but it's not an error. It's almost certainly a "blob of glue", where two coins had been glued together, then prised apart again.

Glue that is transparent, when sitting on a metal coin, can look just like a piece of metal.
