Looks like a Ridge Ring, it's caused my the deterioration of the die.

And that would cause the letters to be over top of the edge like that? I've seen the extra ring like that before but never the words set on top like they are

The more the die deteriorates the farther the Ridge Ring expands. I have seen a few examples where the ring goes right through the legand.

I kept my most extreme Die Deterioration examples as educational pieces. There isn't usually any sort of premium for Die Deterioration. You can wait for a second opinion but my guess is a Ridge Ring
