Thanks for your comments. Mansfeld seems like a good likeness until you see the image taken at an angle. There are bars in the first and fourth quarters of the Mansfeld arms: but my coin has twofold arms with four equal bars on the left.
The Hungary suggestion is interesting, particularly the idea of associated states. The recent Hungarian arms were being used on Transylvanian coins: e.g. on the coin of 16Z1 in the link, to the left of the bust.

I googled and came across the Quaternion Eagle, which displays the arms of all constituent states of the holy Roman empire.

The'Maidburg'arms seem the most promising: but I can't find any evidence of coin issuing by Maidburg. Maidburg seems to have been Magdeburg. Unfortunately, none of the Magdeburg issues seem similar. Nearby Anhalt has identical arms: but with the bars on the right and an open crown diagonally passing across the bars. Intriguingly Krause advises that the two sides of the shield were reversed on early issues and the open crown omitted. However, there are no images and no 'GO' initials.
