Found this in a Wheat penny roll. Posting only to ask if this is someone trying to make a mint error, looks like someone put a pair of wire cutters on it. On the obverse you can see the hole is bigger as if a tip of pliers cut there first. What do you think? Third picture is to show it never went through, plus the cut isn't exactly even on obverse and reverse, Off by 1/32.

Damaged IHC, just a cull and worth very little.

Yup, with the Frog... Just culled damage.
