I'd call this more of a struck through a deteriorating die cap. The first clue on the struck through a capped die, is the rim. Note how instead of coin rounded on the out side of the coin? On these they look more like a saucer's edge. Note the reverse rim and the obverse rim on this coin. That is the difference in appearance.
