It looks like and intentionally made mint (employee) error.
To me it looks like the coin was struck normally, then a foreign material (looks like a Dog's tooth [canine]) and was allowed to be struck again.
I can see the design inside that curved 'divot' quite well.

But not worth the asking price I see on ebay.

Maybe I'm wrong but that does seem to be overpriced.

Struck through errors are very common, and this is not a real asking price. May be worth $125 or so.

This I thinking, if not why was not put on Heritage or Sotheby's? I laugh at the phone with this collector.

Your price experienced here I feel comfortable when I receive those inquiries.

Fenton, the coin is also double struck. I can see this being worth $1000 or so
