Given the one photo posted, it appears to be suffering from post-strike damage (like spending some time in a parking lot). Not a mint error. We see these quite often on the forum. What does the reverse look like?

Definitely PMD
It is only an error if it happens during the striking of the coin and
there is no way for that to happen at that time.
Also please get in the habit of showing both sides of the coin when posting.
