To me, it looks like some sort of environmental damage and has lost weight due to corrosion.

Your coin has been dipped in acid for a bit. Apparently if you did this just right you could make a cent work as a dime in a vending machine.

Post mint damage. I agree, looks like acid damage, thus the rough surface.
