Yes with this level of circulation damage, it is a little hard to know what this coin looked like when it left the mint. Also, those light scratches in the vicinity of the initial number 1 seem a bit purposeful.

Me I see like somebody erase the last digit. The first must have an 400x focus to see exact, but seem to be an intentionally done on both digits, the color of the metal speak a little bit.
