I don't collect AGEs but I would assume that this West Point Mint issue was probably a low mintage piece.

There are two 1999 AGE 1/10oz coins with W mint marks. One is the proof issue and the other is a bullion coin that was accidentally minted with unpolished proof dies as indicated by the W mint mark(the normal bullion coin had no mint mark).
