Yes, it's a very crude copy of a Spanish colonial silver 8 reales, or "Pirate piece of eight".

I think I found the original.
It is Spain Philip IV 8 Reales 1651 Segovie.

There were many many subtypes of those 8 reales coins (and many more of the lower denominations) with essentially the same design. I don't think quite enough is legible to tell which particular subtype was copied, though it probably wasn't the 1651 Segovia coin.

That said, I can try to make a guess. The arms are of Charles II: the central bit is down but the Portugal bit is missing. A lot of types of Charles II had different designs, and most of the Mexican ones apparently tend to be a lot more illegible than that. Looking at the types on Numista, this one seems to be the best match.
