Well, both the submitters AND PCGS. Here are three example pictures of PCGS 1999-D BN Lincoln cents.

This "MS-63 BN" coin exhibits EVERYTHING indicative of having been circulated. This is right down to the fingerprint(s).

Ditto with the third "MS-63" coin, obvious wear on the cornice, zinc slime corrosion between the reverse pillars and also just plain ugly. The rims looks like they've been through a war - they tell the story, especially on the reverse.

1) What were these submitters thinking? It would take at least an MS-69 grade to be worth the money and trouble.

2) What was the grading team at PCGS thinking? The first example is a the best and could be MS (it's close for me). The second two coins show wear at every known high point to any seasoned collector.

classic case of "I think it's a WAM, send it in". I suppose.

And the grading company was paid for a service. For this coin, A MS67 or lower might as well be a cent and not worth the grading fee, but that's not going to stop the grading companies from taking the money and slabbing what people send in. for just a dozen unworthy coins being graded because someone sent them in in 23 years, I'd say it's not too bad really.
I dunno, people err in judgement all the time for various reasons, the 1998 1999 2000 have those WAMs, like the 1992 CAM that I think make folks think they have it and send in to gamble.

Neither of those are mint state. Not even close. I see all kinds of wear on the high spots in the first image despite being concealed by the tone. The second, at best an AU Details Environmental Damage as it appears to have been left in someone's center console to bake in the sun.
