I realize this picture is not clear enough to tell, but I think the obverse was struck through some kind of filaments. Most prominently to the right of the bust, but also more lightly to the left and above the initials J.B near date. I've examined these with my loupe. They seem to be raised and are partially toned over.

If these are strike-throughs, the pics really don't show them well.

They may very well be damage. But the coin came from an uncirculated lot. That could also be a die crack near the date.

If they are raised, then they won't be a struck through. Is it possible it was damaged after the strike at the mint just before it was encased? I say Yes.
